For heinous crime like sexual assault, the culprits must be punished irrespective of their gender. The law must remain gender neutral as drafted in the Ordinance. The phrase “Sexual Assault” must be retained instead of reverting back to the word “rape”. Last minute changes will seriously undermine the work of the parliament and law commissions for years. This is the historic opportunity to create a progressive law and the Govt. must not succumb to any pressure from anyone.
We are strongly against any leniency to be given to females, who perpetrate sexual assault on men or women. The law has to be enacted by keeping future scenarios into account. If women can be plane hijackers and suicide bombers today, then it is ridiculous to claim that women are incapable of drugging and raping men or women.
We wholeheartedly support the text of the law in the Ordinance against Sexual Assault and we also support the recommendations of Parliamentary committee headed by MP Venkaiah Naidoo.
The Rape Laws must be kept “Gender Neutral” and that is a wonderful way of preventing any misuse of the laws by unscrupulous women, lawyers or police. The bad Governance part of these laws can be prevented by keeping the Sexual Assault laws as it exists in the Ordinance.
The Government must not throw away the draft used in the ordinance and the recommendations by Parliamentary Committee headed by MP Venkaiah Naidoo and Law Commissions in last several years. We demand the Government to retain the term “Sexual Assault” instead of the word “Rape” and continue with the provisions to consider both males and females as perpetrators and also victims.
Please note, a gang of women are fully capable of sexually assaulting men after drugging them. Most male victims of such cases suffer silently and do not come out in open due to stigma and shame. Women can also force oral sex on men. Even if there are only 100 male victims of rape by women in a year, yet we need Gender Neutral provisions, because rape is a very serious offense. There are also cases of females sexually abusing females.
We urge the Government not to succumb to last minute pressure from communists and certain sections of radical women’s organization. The right thing to do now is to keep the draft bill as it is and to retain the laws as “sexual assault law” with Gender Neutral provisions to punish both men and women in case of sexual assault.
