RTI Application or a Table Tennis Match?

Well, it so happened that I filed the following RTI to the Ministry of Law and Justice:

Information Sought:

Please note all information sought pertains to the period 01-01-2002 to 31-05-2012

Please provide the following information:

  1. Number of divorce cases filed across India.
  2. Number of divorce cases initiated by women.
  3. Number of divorce cases initiated by men.
  4. Number of divorce cases where husband owned property.
  5. Number of divorce cases where wife owned property.

After sleeping over the RTI for some days, the implementation cell of the Department of Legal Affairs forwarded the application to the “Women and Child Development Ministry (WCD)”. And now it was their turn to sleep.

So, after sleeping on the application for about 3 weeks, the WCD ministry decided to send my application back to the law ministry, the same office which forwarded my application to the WCD ministry.

This time, the RTI was forwarded to the Legislative Department of the Ministry of Law and Justice, which in turn, transferred the RTI to the Department of Justice.

Interesting point is, that the data about which WCD ministry is aware that is present with the Ministry of Law and Justice, even the Ministry itself is not aware.

Or is it just a tactic to play a table-tennis like match with my RTI and delay the response?

Below are the scanned replies.

  1. The RTI Act is just become a Table-Tennis match as each department wants to wash off its hands from facing the activists and the consequences once the truth comes out.

  2. Wow! How are they planning to enact a law on divorces without having the data themselves ?
Did they arrive at decisions without data by just day dreaming in their committee meetings ?

    Way to go Virag !

Push them to the corner. If you want I will file a RTI of why they didnt answer to your RTI yet.

    • Another interesting fact is that Law ministry thinks that Divorce is a Women & Child welfare ministry affair !
What a pity ! They dont know their job roles !
